Mental health concerns affect a significant portion of the Australian population, ranging from anxiety and depression to more complex issues like obsessive-compulsive disorder (OCD) and post-traumatic stress disorder (PTSD). While seeking professional help is crucial, financial barriers often prevent individuals from accessing the support they need. Thankfully, the Medicare Benefits Schedule (MBS) in Australia offers access to rebated psychological services through the Better Access initiative, including Focused Psychological Strategies (FPS). As a practicing Perth Psychologist for the past eight years, I have witnessed the transformative power of FPS in addressing a wide range of mental health concerns. In this article, I will delve into how FPS under Medicare can make a real difference in the lives of Australians.
Understanding Focused Psychological Strategies (FPS)
FPS is a set of evidence-based, short-term interventions designed to address specific mental health issues. These strategies are delivered by mental health professionals, including psychologists, and are tailored to the individual’s needs. FPS encompasses various therapeutic approaches, such as Cognitive Behavioral Therapy (CBT), Acceptance and Commitment Therapy (ACT), psychoeducation and Interpersonal Therapy (IPT). These techniques equip individuals with coping mechanisms, problem-solving skills, and strategies to manage their mental health challenges effectively in the shortest amount of time possible as sessions are limited to 10 a year. While this was lifted to 20 sessions during the pandemic in 2020, Medicare has since reduced these back to 10 per calendar year. It is important to note that your first referral will be for six sessions, and then you will need to make an appointment with your GP to get a re-referral for the remaining four sessions after a review. These appointments are also based on the calendar year, so if you do not use up your 10 sessions in any particular year, they are not carried forward.
Medicare Better Access and FPS
The Better Access initiative allows eligible individuals to receive Medicare rebates for up to 10 sessions of psychological services per calendar year. These sessions can be individual or group-based and cover a range of mental health concerns that your GP / Paediatrician or psychiatrist feels that you might be facing. If they feel that you have a diagnosable mental health disorder, they will create a Mental health care plan with you and send both that document and a referral letter to your psychologist for you to access rebated sessions. At the time of writing this article, rebates range from $93 – $137 depending on your psychologist. Do note however that most psychologist fees are significantly higher than this rebate and you will in most situations be required to pay a gap fee.
FPS for a Wide Range of Mental Health Concerns
The FPS themselves are incredibly versatile, evidenced-based and found to be effective in addressing various common mental health conditions. For instance, individuals struggling with anxiety can benefit from CBT techniques to identify and challenge negative thought patterns, while those with depression can utilize behavioural activation to increase engagement in meaningful activities. The therapies listed under the FPS (e.g. Interpersonal therapy and psychoeducation) can also help individuals manage stress, cope with chronic pain, navigate relationship difficulties, and overcome sleep problems.
Moreover, these FPS have proven effective in addressing more complex mental health issues like OCD and PTSD. Through exposure and response prevention (ERP), individuals with OCD can gradually confront their fears and reduce compulsive behaviors. Similarly, trauma-focused therapies like Eye movement desensitization and reprocessing (EMDR), combined with CBT, can help individuals with PTSD process traumatic experiences and develop healthier coping mechanisms.
